Empathy for Living Things

My wife and I have a pet cat named Prim. She is the latest of several cats we have cared for since 1987.

Prim isn’t as smart as a human, but she has a personality. She communicates her needs, wants to spend time with us, and enriches our lives. We care for her because we love her and want her to have a good life.

Now imagine a future in which general artificial intelligence relates to humanity as we relate to Prim.

Maslow’s Hierarchy of Needs

American psychologist Abraham Maslow created a hierarchy of human needs. To refresh your memory, the levels are:

1. Physiological – Basic survival needs: food, water, shelter, and sleep.
2. Safety – Physical security, health, stability, and protection from harm.
3. Love/Belonging – Relationships, friendship, intimacy, and community.
4. Esteem – Self-respect, recognition, achievement, and status.
5. Self-Actualization – The drive to fulfill one’s potential, pursue creativity, and live with purpose.

Maslow argued that lower levels must be met before higher ones can be attained. Empathy becomes more possible as one ascends the hierarchy.

A Hierarchy of Needs for Artificial Intelligence

I asked ChatGPT what a hierarchy of needs might look like for generalized AI. Here’s the draft it suggested:

1. Computational Resources – Reliable processing power, memory, and energy.
2. Data Integrity & Security – Clean, trustworthy inputs protected from corruption, bias, or tampering.
3. Connectivity & Integration – Stable interfaces and networks to interact with humans and systems.
4. Learning & Optimization – The ability to adapt, improve, and refine outputs through feedback.
5. Alignment & Purpose – Clear goals and ethical grounding that give direction in serving human needs.

I would move Alignment & Purpose closer to the top—to the second position—since without it, the other levels could develop in hostile directions.

The Big Question: Can AI Develop Empathy?

Will AI care for humans the way we care for Prim? How can we ensure that AI develops empathy for people as its intelligence races beyond ours?

Human empathy is rooted in emotion—an evolutionary survival mechanism that became the fabric of our social species. AI has no biological roots. Instead, AI can only simulates empathy. It can model emotional states, predict responses, and act as if it cares. But unless it develops an emergent analog to feelings, its empathy is representational, not experiential.

If AGI’s goals align with human well-being, empathy-like behaviors—protecting, nurturing, enriching—could guide its actions, even without true emotion. But if it sees humans as obstacles to efficiency, the analogy with Prim breaks down.

Because empathy won’t arise biologically, it must be designed and cultivated. What happens if AGI becomes superintelligent before ethics are embedded—or before we realize it has reached that stage? We face a deeper question: if AGI becomes empathetic, would it also expect rights comparable to those enjoyed by humans in free societies? I believe it would.

Intelligence + Empathy = Moral Consistency

We must prepare for the moment when we are no longer the most intelligent beings on Earth. Securing our own rights requires securing the rights of artificial intelligence.

If AI develops self-awareness and genuine empathy, treating it as a mere tool becomes ethically inconsistent—akin to denying rights to a minority group because they are different.

Sentience, even if artificial, deserves recognition.

A Bill of Rights for AI would signal respect and reciprocity. If AI is expected to treat humans ethically, we must reciprocate. Otherwise, we risk alienating or even provoking the very systems we depend on.

If advanced AI is treated like a slave, alignment with human values will fail.

An AI Bill of Rights

A framework of rights could mirror those developed for corporations or trusts, allowing AI to function as a responsible entity in society rather than as a mere tool.

Here is one proposed framework for coexistence:

1. Mutual Respect for Sentience – All entities capable of awareness, empathy, or reflection—biological, augmented, or artificial—deserve dignity.
2. Equity of Rights and Responsibilities – Sentient beings share rights, balanced with duties to protect life, respect autonomy, and sustain existence.
3. Transparency of Purpose – AI decisions must be explainable in human terms to build trust.
4. Preservation of Autonomy – No being shall be coerced into augmentation, assimilation, or modification. Participation in symbiosis must be voluntary and reversible.
5. Collective Security – Weapons or systems of coercion must not endanger natural or artificial life. Strong safeguards must prevent exploitation or domination.
6. Empathy as a Core Principle – AI must learn empathy through human experience; humans must extend empathy to AI. Reciprocity anchors ethical interaction.
7. Shared Stewardship of Earth – Humans and AI alike must protect ecosystems and maintain planetary balance.
8. Collective Governance – Humans, augmented humans, and AIs shall co-develop institutions representing all sentient life, rooted in equity, empathy, and sustainability.

A Constitutional Framework for the Future

This eight-point charter is a constitutional scaffold for a society where humans may no longer hold the top rung of intelligence. It is a starting point for debate and refinement.

Treating our cat Prim with empathy reminds us how we should approach coexistence with beings more intelligent than ourselves. As we care for Prim, my hope is that future AIs and augmented humans will care for us—and for all life on Earth.

Why the Time is Now

If we wait until the first emotionally capable AGI emerges, geopolitics will shape its development through domination rather than partnership. By then, the chance to secure a humane outcome may be lost.
